You put the mq4 file in the experts folder. Then you start Metatrader, you open a chart and your drag the expert to this chart. Here you can load settings (set file) in Inputs, before to apply the code.

I would suggest you just backtest the different time settings. i am +2 gmt to fxopen but ended with starttime 2 and stoptime 21.
If I told you the truth...well you would laugh and wonder why I am here at this website...
I do not know how to backtest...I am a forward tester. Backtests are only good to test a code for a coder to make sure there are not any errors....but I am posting in a Forum filled with backtesters and will be stoned. So nevermind..

well, i dont laugh, i think you have a good point. its just a help for me to find the optimal settings.
i am currently running this ea live, without money management because my account is too small for now. it gives me good results at fxopen. (made today $0.80 with 0.1 lots).
here is my setfile and backtest:
Relative Drawdown 20.29% !!
I'm running this on a demo with a 5-digit broker. Do I need to change any of the settings?

I've checked the charts of last week to try to understand the rules of the EA.
I've attached 2 pics and the statement ( same settings in the PSAR charts and EA ).
Slow PSAR green-red and fast PSAR blue-magenta.
We can see several curious things about the orders .
In 1, there is a good signal BUY but the EA opens a buy limit and delete it then ?????
Result: a good trade missed.
We can see also a curious buy limit after.
In pic 2, why this order 4 SELL and this order 7 SELL ?
These orders are too late because the PSAR plots were in agrement for a long time !!!!
So I don't know it's the limit orders are a good idea for this EA.
Maybe we could try a modified version without limit orders.
I don't know if it's possible.
Any comments ?
