i think they are just for middle east people for cheating them because they have not other choice in example my country Iran so many broker don't lets to iraninan for open account and trade

In the my MT4 installation will be another called config which will contain multiple files with a .srv extension.These are the server details of your broker.When you want a create new account on the FOREX you just do the simple things ,like you have a contact to the brokers who are connected with the forex.
Unless you go with a dealer like HotForex or Oanda. You do not get a password through the MT4 software...you get an email from Hotforex with that now...as far as Oanda...they are a nation unto themsleves. It seems these firms have disabled some .srv extensions.
